Warren County Comprehensive Plan

The Capital Improvements Program (CIP) is a major implementation tool of any Comprehensive Planning effort. It is intended to clearly relate basic long-term community goals, policies and objectives to project-specific physical design proposals toward the short-term maintenance of key infrastructure (i.e., roads, bridges, water supply and distribution, wastewater collection and treatment, stormwater management, and solid waste disposal), prioritizing the expenditure of scarce public funds.

We are fortunate in Ohio--not a State normally noted for forward-thinking policies regarding Comprehensive Planning--to benefit from the Ohio Public Works Commission (OPWC) infrastructure grant and/or loan program. Any community participating in this program is required to perform structured infrastructure planning, including the following:

• Capital Improvement Report: Summarizes the replacement cost/value, repair cost/needs, and the physical condition (excellent, good, fair, poor or critical) of each infrastructure element.
• Five Year Capital Improvement Plan/Maintenance of Effort: Lists by funding source and current status both the most recent two (2) prior year expenditures, and projects out for five (5) years.
