The purpose of a Community Reception Center (CRC) is to provide an assembly point for citizens to gather due to a natural or man-made event where they may have been evacuated from homes or businesses, need provisions for basic services such as electric or water, or to receive emergency information when other means are unavailable. Additionally, Community Reception Centers may be utilized as a temporary Cooling or Warming Center during periods of excessive heat or cold weather.
Below is a template and corresponding guidance that may utilized to aid organizations in determining how they will operate their Community Reception Center.

This Continuity of Operations Plan (COOP) Template provides you with formatting, language and a framework to create your organization’s continuity of operations plan. The template was designed to include best practices and concepts. Additionally, the template was built to streamline the planning process and highlight key components of continuity of operations that need to be addressed at the local level. While main language is present, the plan is meant to be a guide for the local planning team to use throughout the process of plan development.

By definition, a Special Event is a non-routine activity within a community that brings together a large number of people. Emphasis is not placed in the total number of people attending but rather the impact on the community’s ability to respond to a large-scale emergency or disaster or the exceptional demands that the activity places on a response services. A community’s special event requires additional planning, preparedness and mitigation efforts of local emergency response and public safety agencies
Warren County communities have many Special Events each year that draw in not just Warren County residents but also those from other counties, states and countries. The Special Events come in the form of professional and amateur sporting events, festivals, fundraisers, school events and more. While the intent of any and all Special Events are to provide entertainment, food and fun for individuals or their families the main focus for those who plan the events is always Public Safety.
Below are templates that may be utilized to coordinate emergency response at Special Events. Note that every Special Event is unique and plans should be tailored to site-specific conditions and to the requirements of the agency / organization that owns or regulates the site of the event. Event planners should consider the scope of the event, the risks to spectators and participants, community impact, and the support (including personnel and logistics) required.
